Senate Orders ICPC to Right Wrong, Promote Abubakar Abdullahi


The Senate on Tuesday, 11th June 2024, considered a report from the Committee on Ethics, Code of Conduct, and Public Petitions, chaired by Senator Neda Imasuen. The report was in response to a petition referred to the committee on 31st October 2023, by Senator Yar'Auda Abdulaziz Musa Kasina Central.

The petition was filed by Yahaya Muhammad Yusuf Esq. of Eastward Legal Services on behalf of Abubakar Abdullahi Dustsinma, against the management of the Independent Corrupt Practices and Other Related Offenses Commission (ICPC). The petitioner alleged denial of promotion, persecution, and unfair treatment by the commission.

The committee's findings revealed that the ICPC management had wrongly reversed Abubakar Abdullahi's appointment conversion, a power that only the commission's board has pursuant to the conditions of service. The management's actions were deemed unauthorized and a breach of the commission's conditions of service.

The Senate therefore directed the ICPC to convert Abubakar Abdullahi from executive cadre to administrative officer cadre, having obtained a requisite university degree as stipulated.

Furthermore, the Senate urged the ICPC to promote Abubakar Abdullahi to Assistant Director grade level 15 with effect from 1st January 2024 and pay him all his salaries and allowances.

The ICPC has been directed to implement the Senate's decisions and ensure that Abubakar Abdullahi is treated fairly and justly. This outcome is a positive development for the petitioner and a reminder to public institutions to always act in accordance with the law and respect the rights of their employees.
